What does it mean?

A contemptuous label for someone considered obnoxious, foolish or regressive. In political arguments it is often a left-wing insult aimed at someone on the far right, but not every use is political.

Original Context

What Happened?

Merriam-Webster describes derivation from the 1984 horror film C.H.U.D. as a theory, not a proven chain of origin. The film title expands to Cannibalistic Humanoid Underground Dwellers; that is distinct from the modern insult.
